Changchun Zone Spurs Revitalization of Old Bases(1)

The Changchun Economic and Technological Development Zone (CETDZ) will serve as a strong engine for economic growth in Northeast China, according to a senior official.
Huang Wenhua, Changchun's assistant mayor and zone director, said the whole zone has achieved remarkable economic and social progress in the first half of the year.
In the first six months, the zone had maintained rapid economic growth, with gross domestic product (GDP) hitting 12.576 billion yuan, an increase of 32.38 percent over the same period of last year.
Industry has continued to be a robust engine for economic growth, accounting for 74 percent of the zone's GDP. In the first half of the year, the zone has realized an industrial added value of 8.85 billion yuan, a year-on-year increase of 26.4 percent.
Some pillar industries and major enterprises posted strong performances.
The automobile parts industry, for instance, yielded an output of 13.7 billion yuan, a year-on-year rise of 37.1 percent.
The deep-processed grain industry realized an output of 8.3 billion yuan.
Fifty-one major enterprises achieved an output of 26 billion yuan, taking up 89.7 percent of the zone's industrial production.
The zone, located in Changchun, capital of Northeast China's Jilin Province, has made especially remarkable progress in developing its modern service industry, which has achieved an added value of 3 billion yuan, a year-on-year increase of 51.82 percent.
The fast economic growth is not only demonstrated in quantity but also in quality.
In the first six months, exported goods reached $310 million, a year-on-year increase of 29.2 percent. The zone's tax income reached 1.24 billion yuan, 339 million yuan more than the year before.
Revamping environment
In addition to its economic achievements, the zone has made a big contribution to the development of Changchun's National Sanitary City. The zone plans to spend 147 million yuan this year to improve the city's infrastructure and environment.
As a result, a total of 7.4 kilometers of street will be renovated this year. Another 14 million yuan will be spent on building a large city park, called Beihai Park, creating a green land area of 300,000 sq m for residents. The park is expected to be completed and open to public in November.
So far, 10 mobile laboratories, seven mobile garbage stations, five snow removal vehicles and five fixed laboratories have been built around the park.
At present, 21,617 residents in the zone enjoy medical insurance and all the students in urban high schools and primary schools have joined medical insurance. In rural areas, 40,378 farmers have joined the new rural cooperative medical insurance.
New opportunities
Zone authorities remain clear-headed and are determined to make greater progress in the next half of the year.
Huang said the zone must shift its growth mode to meet the challenges brought on by the international industrial transfer.
He believes the global economy is in a new stage of overall growth, with international manufacturing industry, scientific research and development and modern service industry transferred from developed countries to developing countries.
"As a frontier in China's opening up to the outside world and one of the most-favored places of foreign investment, the zone must seize the new opportunity and cultivate a new advantage," he said.
"Only in this way can the zone become an important platform for the new round of international high-end industrial transfer and serve as the most energetic and fastest engine of economic growth."
